What's Operational Area for StarFleet Command 3?

I developed the idea of "Operational Area" and continue to provide information here for players and server administrators who wish to try out the ruleset.

By no means do I take full credit for the idea; many have contributed to the creation of these rules. I just devoted a little time into refinement.

"Simple" rules set. Here's the Expanded Ruleset (PDF)

1.0 A player may only attack within a given radius (Operational Area) of a planet or base.

2.0 A player may not attack from a friendly empty hex, unless that hex is within the OA of a friendly planet or base. See also author's note in Expanded Rule Set.

3.0 A player may engage in fleet-to-fleet combat or move through Contested Sectors (grey, “neutral” hexes) freely, but may only attack enemy territory from within an OA.
