The Romulan navy saw great promise in the Reman's Scimitar Warbird design and decided to adapt similar principles in designing a new class of heavy cruisers.
Named "Shinzon's Regime" this first Manta Heavy Cruiser stands as a synthesis of the old and new Romulan design aesthetics, which proved it to be a capable warship with a more well-rounded arsenal when compared to other large Romulan warships.
The Manta was also one of the first Romulan warships to make use of the far superior thaloron torpedo, along with it's 2 ventral mounted mega-heavy disruption bolt cannons. This new heavy cruiser would come to be a feared member of the Romulan fleet for decades to come. .

The fact that another power was using a version of a warship design they considered their own struck a blow against Romulan national pride.
The Klingon Bird of Prey helped to cement the dissolution of the tenuous Romulan/Klingon alliance, though the alliance had been little more than intellectual for some time.
The Romulans designed and quickly deployed the D'virex class.
The D'virex Bird of Prey was incredibly well armed for a ship of its size.
The Romulans chose to install two deadly heavy plasma mortars in the forward weapons pod the Klingons typically designed for their torpedo weapons, 2 medium plasma mortars in the head and yet another 2 plasma mortars in place of the wing disruptors.
In addition the D'virex Bird of Prey also added two rear-mounted light plasma mortars.
These weapons were installed to protect retreating D'virex from pursuing warships.

Having already increased their shipyard production considerably and with no immediate ships available, they resorted to their mothball fleet to further bolster their numbers. Notable among these refurbished ships was the Warhawk class, a veteran of the Earth/Romulan War with an exemplary battle record for the time.

Even though their shipyards were being overworked, Romulan engineers managed to develop a viable, resource-sparing and time saving refit program for the Warhawks that not only allowed for a fast turnout of 'new' ships but made sure they were more than capable of holding their own against modern equivalents. Despite the engineer's assurances, the ranking officers in the Romulan Navy were reluctant to pit these older cruisers against a newer opponent and opted instead to use them as command ships and task force leaders.

The Warhawk Refit involved upgrades to the warp drive, defensive shields, power supply and reactor systems, and extensive modifications to the weapons array. In addition, many of these refits included the installation of a cloaking device, though it often required further alterations and were deemed merely "adequate" as the ships were built long before cloaking technology was standard and were not constructed with stealth in mind. In spite of this deficiency and their notable age, the Warhawks served admirably during the conflicts ahead and a small handful of them managed to stay in service into the time of the Andromedan Invasion.
